Resource scopes, selectors, policies, and programmatic construction/assembly of connections rather than rigid, explicitly wired Terraform; could use Terraform programmatically or another system.
An artifact/container self-describing its requirements through annotations and metadata, while an environment describes what it offers and its policies; resolving placement and resources from those two sides rather than hardcoding rigid Terraform choices (e.g. choosing a log group's retention from the classification of emitted data and the environment's policy).
